turn windows features or off list empty

Turn windows features on or off (list empty)

I've installed Vista Beta 2 (5384 - Ultimate) three times now, 64-bit twice and now 32-bit (because of lack of support for mounting ISOs in 64-bit Vista). I've never been able to use the 'turn windows features on or off' window. All I get is an empty list. A totally blank box. Nothing there. No features to turn on or off. What is going on?
